why the heck would anybody choose to build 15 kennels in the back garden of a house in a built up area?

since the breeding of dogs has become so lucrative, is it time the requirement for breeding to be licenced is altered to include anybody producing puppies at all?

how the heck (and who the heck) checks that the current requirements limiting litters is adhered to?
